Committee Overview

Despite our best intentions to ensure that the people of Panama have control of their country by giving their government and eventual control of the Panama Canal under the Torrijos-Carter Treaties, Panamanian dictator Manuel Noriega continues to take belligerent actions that threaten the political, economic, and security interests of the United States at home and abroad. American citizens in Panama are routinely threatened by forces loyal to Noriega, threatening our security interests. The democratically elected government of Guillermo Endara has been repressed by Noriega’s military regime, in opposition to our general support of democratic governance. Noriega has been complicit in supporting drug trafficking to the United States, countering our efforts in the War on Drugs. He has expressed interest in constructing a new canal through Panama with the assistance of Japan, essentially subverting the agreed upon canal treaty while inciting tensions with the United States. While Cold War security concerns demanded that we support Noriega in the past, this is no longer an unfortunate necessity. The United States National Security Council must respond to Noriega’s continued aggression.
