Panama is going through one of its most trying moments in the young nation’s history. Its leader, Manuel Noriega, has been negotiating a deal with Japanese firms for another canal to be built through the small but strategically important country. The United States sees this as a provocation to its business interests and has portrayed Noriega as a corrupt, drug-running autocrat who is subverting the Torrijos-Carter Treaties. This committee must defend Panama against the neo-imperialist tactics of the United States and maintain the sovereignty of the nation in the face of ‘Dollar Diplomacy’.
